scale issue. im trying to recreatttle seattle

I’m trying to recreate seattle and I exported my plane from max to aabout 400,000 cm… it feels about right in size. so I add a terrain in there and try placing a spline down and that works, so I then adjust the spline to
fit the lines of the road on the map, so I had to shrink it a lot…but its hard to adjust. I try to grab the curve lines points to straighten the path but it wont even budge…any ideas. is unreal not real world scale?
