RunUAT.bat ERROR: AutomationTool was unable to run successfully

Please help me! Im using win8.1 x64. When im trying to package my game for win i awlays got this error: " MainFrameActions: Packaging (Windows): RunUAT.bat ERROR: AutomationTool was unable to run successfully. Are you able to package for Windows on one of the unmodified Sample or Template projects provided?

I have the same issue when trying to package for windows.
Also have tried with provided content, Blueprints First Person.

Same result:

MainFrameActions: Packaging (Windows): Program.Main: ERROR: No files found to deploy for C:\UnrealEngine\Engine\Binaries\Win64 with wildcard UE4Game.exe and exclusions 
MainFrameActions: Packaging (Windows): copying UAT log files...
MainFrameActions: Packaging (Windows): RunUAT.bat ERROR: AutomationTool was unable to run successfully.
MainFrameActions: Packaging (Windows): BUILD FAILED

BTW: I am running on Windows 7
