Rotation Offset Not Working in Level Sequencer

In the Level Sequencer in UE 5.4, setting a Start Rotation Offset in animation settings only works in custom mode. If the character have an animation blueprint, the Rotation Offset won’t function. Enabling Force Custom Mode in the animation properties makes the Rotation Offset work, but noticeable flickering occurs during transitions between animations.

Does anyone know how to fix this? Or perhaps a different way to apply a Rotation Offset to one animation? This is necessary when blending two animations with mismatched root rotation.
