I noticed the feet IK from the root to the foot are not connected when I watch my animation. They do not move with the feet. They just sit there connected to the root doing nothing. Is this a retarget issue or a skeleton issue? How can I fix it?

Not all animations in the marketplace are made by making the ik bones follow the Foot_r / l.
On the original animation the foot ik bones are always connected to the foot. The retarget animation the ik bones do not connect to the foot
Ik bones are never connected. Perid.
If they appear to move along - there is a big difference there - it is because it is often an optimization to do so right on the animation track rather then to have the engine adjust their location every frame.
That said, IF the actual animation you are retargeting moves them but the end result does not, you probably didn’t set them up in the retargeting advanced tab.
Therefore my answer makes sense.
They are set up in the rig.
I got something weird going on. I also have a turn in place animation. The original shows basicly the feet moving put the character stays in place. I retarget it and now the character moves. Also the retargetted root motion animations dont move the capsule. This was all retargetted when i retargetted the animation BP. If i use a different skeleton the animations look correct
I found the issue. This may help someone down the road.
I exported the skeleton to blender to rename some bones. I was in a rush and i skipped step 18 from the website below. Basicly blender gave me an empty and ue4 used that as my root bone when i imported it.
