Retargeting issue when scaling model up in 3dsmax

I’m using a model with a custom skeleton and I’m having issues retargeting. When I export the model I export with unit scale in centimeters (2.54) to match UE4. I match everything up in UE4 but when I retarget I get the first image below showing the mesh blown up like a balloon. When I use the inches unit scale the mesh retargets properly as shown in the second image below.

How can I get my mesh to proper scale while still retargeting properly like the small mesh?
