Is it required that my computer has reached a certain (update) status. Does that mean that older devices will not be able to run unreal engine. I was able to download UE but now it seems like my laptop is not compatible with any unreal engine projects.

You will need a video card that supports DX11 and 8GB RAM - that the minimum. It will be enough to run the engine but a much more powerful machine is required to take advantage of the features at hand.
Without proper hardware, it will not be a good learning experience.
