In the article Unreal Insights on Android Devices, the command line example in “Add UECommandline.txt to Your Android Device With Trace Enabled” step 5 is incorrect:
UnrealAndroidFileTool.exe -s AB187923123CD123 -p -k [security token] com.OrganizationName.ExampleGame shell
The arguments are in the wrong order. It should be
UnrealAndroidFileTool.exe -s AB187923123CD123 -p com.OrganizationName.ExampleGame -k [security token] shell
This is consistent with -p denoting the next argument being the project as stated in the Android File Server for Unreal Engine page.
Ideally this documentation should also mention where to find the security token. It can be found in the project settings for Android File Server.
