i closed the scene outliner and i cant find the button to reopen it

If the World Outliner is what we’re talking about, then you can always click the “Window” button on top and check off anything that you would like to see. I have attached a screenshot to show where this information is. I hope this is helpful and if there is anything else that I can help you with please let me know.
