Refund eligibility setting for Consumable offers

We’d like to confirm two points regarding refund eligibility for Consumable offers while preparing our in-game product lineup.

We’ve reviewed the Epic Games Store Refund Policy and understand that consumable digital items and virtual currency are generally marked non-refundable. In the Developer Portal, however, the declaration field for virtual currency or consumable items exists only on Add-on offers, and we could not find an equivalent setting for Consumable offers.

Questions

  1. Are Consumable offers automatically marked “non-refundable” at checkout and in the player’s transaction history, without any developer-side setting? If so, is that why the declaration field exists only on Add-on offers?
  2. Are there cases where a Consumable offer marked non-refundable is still refunded at Epic’s discretion, for example via a Player Support request? If so, what criteria apply?

For reference, we do not plan to sell these products as Add-ons, since Add-ons are one-time, account-bound purchases and our products are repeatable consumables.
