Realistic hair in unreal 4?

Is it possible to brute force hair?

For example, what if you modeled all the hair strands in 3DS Max, kept them in a group, and import them into UE4 for a character to wear?

You could convert it to mesh in 3ds Max, but it depends on how many polygons it ends up with. For a still image, that’s fine, but for gameplay there’s nothing that would work well for that.
