Hey there @KinglawFX! Welcome to the community! Most commonly the “Failed to restart background services” error tends to stem from an issue involving the library being unable to be found.
Alternatively from the same thread it could also stem from an antivirus program locally on the user’s system that blocks access to files for potentially unwanted programs which can interrupt a key component (node-bifrost.exe), however if you have some other form of network level security you may also experience this issue. Lastly on older versions of windows, Node.js (and by extension bifrost) cannot run regularly and requires some modifications. Hope this helps!
