Question with the User License Agreement

I’m looking at the User License Agreement for UE4. It says that if you do it for money, Epic takes 5%, then some other stuff happens when you make over 1 million dollars.

Here’s my question though, with the License Agreement for Creators, are you still able to upload free games to stuff like Steam, for can you only upload with the Agreement for Publishing?

The license agreement page reads:

Unreal Engine End User License Agreement for Creators: TThis license is free to use and 100% royalty-free; you can use it to create internal or free projects, or to develop linear content or custom projects for clients, but not for publishing off-the-shelf offerings.

So as long as your game is completely free, you can use this license and publish anywhere you want. The only thing to keep in mind is that if you decide later to use any kind of monetization for the game, you’re in breach of contract of the creators license and would have to relicense the game before making money off it.
