Question regarding how certain assets are made

Greetings.
I became really interested in materials(I think how it is called) and would like to ask that in your opinion were these assets are made entirely in unreal engine? Are these actually called materials or is it a subsystem of it? Do you know any good guides for these?

It is mostly just materials. As you can see here, the mesh is just a cube

but somtimes it’s a high poly cube.

The materials are made with world position offset
