I don’t have a Quest 3 available, but I tested it out with an Index. The project file is for UE 5.5, which seems to have a broken DLSS 4 implementation for VR, which breaks rendering completely. Disabling the DLSS plugin, it seems to render fine.
The only artifacts I can see are from motion vector reprojection from the VR runtime. Try disabling Asynchronous Spacewarp from the Meta software and see if it makes any difference.
