The plugin is free.
For using it you need Qt Creator installed and made steps from wiki tutorial: A new, community-hosted Unreal Engine Wiki - Announcements and Releases - Unreal Engine Forums
Now I’m working on auto Qt Creator project creation, so you do not need set up it manually.
