Put a cut-out shape in front of the camera

Hello People,

I would like to blur the borders of image for POV camera.
I imagined that the best way is to stick a plane in front of the camera with alpha image cut out.
However I have no idea how to do it (I have a C++ based project).

Here is a picture which illustrates the effect I’m seeking.

So what would be the best way to achieve this ?
