My hard drive failed so i had to buy a new one. i have re-installed ue4 but now my purchases are not showing,
how can i get them back, i can’t afford to buy them again. Please Help.

Have you gone to the Marketplace section of this website? Check your purchases. They should have “Owned” instead of a price. That will show if your account is linked to them.
If it is, you are probably looking in the wrong place on your library. (Maybe it is only showing things that are downloaded, rather than all your purchases?).
