Proper way to handle character 'Loose parts' : cables from head to chest?

I’ve been looking around on how to properly do it. I’ve a character with some cables running from top of the head to chest and would like them to animate and move in a way that makes sense.

I don’t know if i should handle their behaviour entirely in animation or put a couple sockets at start/beginning of the cable// creating a bone? and make it run physically in UE4.

I’m a bit lost and don’t know how to start this one. If it could animate with the environnement around, wind etc… it would be great, but therefore it has to be physically driven.
In which case how should i properly define this physic part? I’ve to create a Bone?

I would suggest creating bones/rig for the cables and then have them use AnimDynamics in-engine
