Project update from 5.21 to 5.32 WaterBodyOcean ignores spline in Packed Build

in ue 5.21 i can package my game and Everything is working!
but in ue 5.32 packed game my WaterBodyOcean ignores it`s spline
in the editor everything is working.

while Packing i get this error message , which doesn`t popup in 5.21:

(also checked a 4 point spline , same error )

is this a bug ? does anyone have the same Problem?
