Project settings resets when restarting or packageing project

UE 5.4.4 changing rendering settings for VR project. If I activate ‘Instanced stereo’ and ‘Mobile Multi-view’ the engine prompts me to restart. After restarting the engine/project I go into project settings and both ‘Instanced stereo’ and ‘Mobile Multi-view’ are inactive.

Why does this happen?

I can add to this that in my DefaultEngine.ini these settings are set as true, but it doesn’t seem to have any effect in the engine for some reason. Can this be a bug only Epic could fix?
