Project can't be opened and bunch of ShaderCompileWorker processes

After creating a project and tried to open it it can’t be opened. It stucks at around %50s and freezes. After close UE I realised that many processes stay running at back even I closed the UE.
Is there anyone knows whats going on here what is the problem?

I decided to uninstall UE and reinstall it as much as properly. Is there any source for guidlines for that?

Still I could not solve this problem. Whenever I edit a project settings and restart it after that my project can’t opened. I have to end process from task manager. coul dnayone give me a hint about the issue please?
