Project A packages fine; project B fails due to android platform

I made a plugin in a project and it packaged just fine. Even now, I tried it again and I can recompile it and package it no problem!
In a second project however, I can compile it without error but when i package it, I am getting an error:
ERROR: Platform Android is not a valid platform to build. Check that the SDK is installed properly.

Mind you, Android is not Whitelisted and it is in fact blacklisted on the .uplugin. I also turned off support for any other platform other than win32 and win64.

I am at a loss… what can I do to make it NOT package for android???

I also exported and imported both editor preferences and project settings from the good project to the bad and it will still not package it…
