Problem with ramps

I suspect I am missing something obvious here but I am having a problem with ramps. I set the two points and add ramp but the ramp is offset upwards by a ridiculous amount. I have looked at the settings but haven’t found any reason why it would be doing this and have not been able to find anyone else experiencing the same problem. I was having the same issue with the flatten tool until I unchecked the Combined Layers Operation box. I tried that with ramp tool and no joy. Anyone have an idea? Pic attached.

Same issue. Horizontal location is correct, but vertical location is severely offset

It looks like the issue is the layering in the default terrain level. If you disable “Flat Middle”, then the ramp tool places the ramp in the right location.

Based on the way the layers look on their own, I think Flat Middle is procedurally offsetting the terrain to make it flat in the center, but it’s also applying that to the ramp which displaces it from where it should be. If you make the ramp well outside of the middle, it doesn’t happen. I guess Unreal just adds it to the wrong layer by default. if I explicitly select Flat Middle to generate the ramp there, then I no longer have the issue
