Problem making 16k texture maps.

Recently I have been learning how to use Reality Capture.

I have been able to generate some good results ,but I have noticed that when working on similar  projects (in particular making heads), with the same settings the results are different.

One major problem I have had is that for some reason I can not consistently generate 16k texture maps, even though I set the maximal texture resolution to 16384 x 16384. 

Sometimes it will generate 16k other times it will just generate 8k texture maps. Is there any reason why this might be happening?
