Post processing blendable seems to move when camera rotate

Hi, I am using a post processing blendable for a camera actor to create a security camera look. However, whenever the camera rotates, the white spots of the static noise texture seems to move, making the spots look like a snow storm. Here is a video of the “snow storm” effect. The effect looks a lot smoother in game than in the video but it should still be visible. Below shows the blendable created.
