In UE 5.6+, add an "Outfits" folder under Content, if you don't have one already
Create a "out_bigbomber" folder under Outfits.
Drag the out_bigbomber.mhpgk into the folder
With the Metahuman Creator open, drag WI_out_bigbomber into the Outfits section.

And Hwan is shown wearing it over the Default Garment included with UE 5.6+.
