Where can I find tutorials to create a world map game like EU4?

Not sure if I have seen any tutorials like that. I’d say the best bet is to start with something like an RTS or similar, to get familiar with the engine. Then you should be able to move on from there on your own.
It’s quite rare to find a tutorial that will end up with your dream game, it’s usually a bit of a puzzle. Picking parts here and there 
But I’d say start simple, do some basic tutorials to learn how UE works and then go from there.
