Plugins Browser Filtering

Add a drop-down to the top of the browser.
Add a drop-down option filter to show all plugins.
Add a drop-down option filter to show only enabled plugins.
Add a drop-down option filter to show only disabled plugins.

The filter should work with search results and category selection.

I was able to implement the changes you requested in https://github.com/EpicGames/UnrealEngine/pull/6178. It is currently already possible to show all plugins by clicking on the Built-In item in the plugin hierarchy on the top-left hand side of the plugin browser. Cheers,
