Thank you everyone for your patience as we work through this issue. Unfortunately I am still not getting the behavior that you are reporting.
I am using an unmodified FPS BP Template Project with the Engine Scalability Settings set to High. Can you take a good look through your projects and make sure that you have not altered anything else in the project, Project Settings, World Settings, Editor Preferences or any of the Post Process Setting in the level.

Scalability settings need to be set to Epic. When I was reproducing this, I created the new project and immediately tested it. One important detail is that you need to test with the cross-hairs being above the height of the sun.

I finally got access to a machine closer spec’ed to your machines and was able to reproduce the issue. I suspect it is a Video Card related Issue but I cannot rule out the OS. In either case, I have entered a bug report, for reference UE-19280. As we continue to investigate a solution I will keep you informed here.
