players attribute scores. help!

hi so im trying to make attributes for all players and monster, (new to making games and new to unreal) so how would i make and add them to each monster and player scores like strength agility vitality and so on and when they gain a set level like once every 5 levels they gain 1 point, they can add it to there attributes
2: how can i make like strength not give the full score to damage but instead like strength 30 would have a sub modifier like strength 30 - 10 /2 (= 10) and this could be added to a weapon, claw attack and so on
