If someone tries to join, the system puts them in a new match. Everyone is alone on the map. Could this be a configuration issue?

What are your island settings ?

If you have Teams to CUSTOM and Team Size to Dynamic, it should make that as stated in the tooltip

You never disable matchmaking on the Round Settings Device ?
