player_checkpoint_device needs a SpawnedEvent like player_spawner_device

Like the title says, since checkpoint devices become respawn points it make no sense for them to not have a way to broadcast an event that a player agent has respawned at them. I’m currently needing to use mutator zones with a small radius to know if someone has respawned at the checkpoint but as you can imagine this has its problem as anyone can step into the zone.
