As reported on the forum:
Small collision bumps on a flat surface are the problem here (probably due to vertex overlapping)
It was a known problem and it was fixed with the follow tracking code: UE-16238 and the following option was added to the engine: 4.13:
project settings → physics section → max contact offset
However, it does not seems to work anymore:
Multiple reports that is does not work anymore from 4.19, 4.20.3 and 4.21.
As from 4.22, confirmed that is does not work and there is no known workaround.
Please fix the issue. In the meantime, do you have a workaround?
