Physic relative to moving object

Hi

I have a question, there is a way to attach for instance the rigid body/cloth to moving car that the rigid body/cloth physic will be relative to the car movement? for example - inside the car you have a hanging cloth, and when you drive the cloth will stand still and only when you braking the cloth will move/simulate… right now, when I simply attach cloth to the car and play, the cloth is flutter like crazy, so there is a way to do this in Unreal?
