Photoshop Spacebar PAnning Issue

As common in Photoshop, I press the space bar to invoke the hand tool, then use the mouse to pan around the image. Suddenly, that stopped working. Now when I press the space bar, I see the hand tool icon flashing rapidly with whatever tool icon is selected at the time (Brush). When I left-click the mouse and try to pan, sometimes it works, sometimes not. When not, it does whatever the current tool is. So, if the current tool is the brush, it paints. If the current tool is the Clone, it clones. I can release the space bar and immediately press again, sometimes it works, sometimes not. Always the hand icon and tool icon flash rapidly on screen.

I have 3 versions of (Windows 10) Photoshop installed (2020, 2021, 2022). The problem persists on all three. I’ve trashed the Photoshop preferences file, still a problem. I’ve re-booted, still a problem. So, I’m stumped.

If I select the hand tool, mouse panning is OK. No recent updates that I’m aware off. Windows updates are disabled.

Hold down the space while you drag rather than just press it.
