Permanent error in unreal engine and epic game

Gentlemen, help me, I decided to download UE 4.27, created an empty project, moved the chair a little, decided to save it, but I constantly get this error. I checked if there are 2 editors in the dispatcher - no. Restarting the PC did not help. Deleted UE, downloaded epic games again, created a project, same story. How to fix it ?

I think it could be a background program is reading the files. Try find a supicious program on Task Manager.
