Per Object MotionBlur Scale and Static Vert/Surf Location

I think we need a per object MotionBlur scale parameter for exclude or decrease the amount of that , for example i have MaterialBillboard Component which shows a text as a title and its very hard to read when i orbiting around that .
Another request i have is please bring back “Static Vert/Surf Location” or something like that for emitting particle from a surface , its a bad idea to convert a static mesh to be skeleton.
