Pc rig for Learning eu4

Hi i have posted several posts around where im asking about some specific computer parts (mostly parts i would like to get) but as it looks untill start of 2016 i will not be able to spend more than around 300$ on new pc. I would like to know can folowing rig handle ue4 to the point where basic testing and learning on ue4 will not ruin my experience to the point where i will no longer have desire to bother with it.

My curent pc can run it on minimum setings on around 10-12 fps with freeze for 15-20 sec every time new asset (or static mesh) is added to the scene.
I want new cpu and gpu to be able to keep up with ue4 for basic level design, learning and mastering eu4 and maybe seting up basic landscape for my future project

Cpu> Athlon x4 860k (if anyone knows how big oc should i get to get close to i5 4460 (the one i want)as posible would 4.2/4.3 MHz bring me within 10-15% of its performance? I have Arctic cooling freezer 13 already)

Gpu> R9 270 <or as i can get if for almost same price (used but from trusted source) gtx 970 but i think bottleneck might be so huge that performance will not be above 270 anyway

Psu> Coolermaster b600 *already have

I know cpu is not good but unless i plan to keep pc without gpu for 7-8 months i cant pick i5
If i need to oc cpu to what point should i oc it? If i get lucky on cpu silicone lottery (4.3/4.4 oc speed) is there a chanse it would be able to keep up with ue4 for actual project and show performance similar to i5 locked cpu series 4460 and 4590?

I don’t think that the Athlon processor will be sufficient for UE4, I recommend the AMD FX-8350. I also highly suggest that you upgrade to 16, or even 24GB of RAM. Other than these things, everything should be fine. As far as overclocking goes, this may not be the best way, but I just increment the core clock by .1 GHz, and then turn on my PC and test it, as soon as I start running into blue screens, I drop my core clock down by .2 or .3 GHz and keep it at that. I managed to get my AMD processor from 3.7 GHz to 4.5.

change the cpu yes a AMD FX 8320-8350 will be good you will be bottle-necked by the CPU if you don’t , ram is ok for now but better if you put more, you will get fps 30+ in editor with epic settings and more than that in-game for most of your learning journey .

Reason i asked for athlon performance is its performance acording to cpuboss website where its single core performance is above fx 6300 and it is not to much behind 4460 ( i would say 20% worse ) at stock speed. So can anyone confirm this? Can it be used 860k is same cpu as a10 7850k ( if im corect) without gpu cores on it
