I am thinking to build a new PC for UE5 development (i am a beginner BTW). Is the RTX 3070 a good gpu for UE5 development? I am thinking to use 5800X for the CPU.

It should be more than enough, both the CPU and GPU, it also depends on what product you are trying to develop, but if you want to start learning that should be enough, make sure that you also have enough RAM, the official documentation states 8GB as recommended, depending in the feature set you want to use, you might need more.
