Pawn spins/ rotates out of control

Have two Vehicle Blueprints One is a car hovercraft; the other is more of a Hoverbike.

The idea is that the vehicle operates on a raycast that makes it levitate. I should be able to turn and go forward and backwards, but the vehicles are not supposed to fly, only hover slightly above the ground.

the car being heavier / greater in mass moves okay except when I rotate the vehicle turns real slowly.

One guess is the Linear and Angular Damping is stiffening the controls making the vehicle tougher to turn.

meanwhile with the Hoverbike, when I turn it spins way too out of control.

I am thinking both issues are tied to the Angular and Linear Damping.
