Particles dissapearing when getting close


So I have a cloud particle system, them I’m wanting to place over my map/water. However when looking around and getting close to the particle system, it disappears for some reason. I have already tried editing the bounds to:

Min: -100000
Max: 100000

Not sure what else to try, any help would be appreciated.

Is this a GPU particle system?
If so is there a bounding box?
