Create a static mesh, set it as simulated. Put a particle system on it as a child. In level blueprint get all actors of the type just created, for each get the static mesh & set all physics linear velocity to for example ( 200, 200, 200 ). Expected result is that it will fly with the linear vel, instead it jitters back & forth.
Having it as not simulated & using add transform yields a totally stationary object.
Version is 4.11.2.
Strange and somewhat related question, but why are you not updated to 4.11.4 ?
I thought 4.11.2 was the latest ( hotfix 2 ), we upgraded like last week. Any idea where one can find 4.11.4? 
LOL. Oops, my bad. I was thinking about 4.10.2, 4.11.2 IS the latest release.
