Part of skeletal mesh moves on its own after animation retargetting

As stated in the title, I’m currently working with MikuMikuDance (MMD) models and animations ported into UE4. I’m running into a problem where a portion of the skeletal mesh (in this case, “element 21”) does not move parented to the part it is typically attached to after retargetting it to another animation.

For this model, it is a set of shoes that are normally attached to the feet and move fine in its own animation. After retargetting to a model that doesn’t have shoes, however, the shoes start to move on their own. Is there a way to parent them to the feet in the skeletal mesh configuration? If not, will I need to instead parent them in a program like Maya and then reimport the model and go through the skeleton retargetting process again?
