Paragon Assets - Transparent Material Functions (Wraith SURPRISE, SURPRISE!)

Hello Unreal Engine masterminds!

I’m trying to replicate a ranch ability called SURPRISE, SURPRISE.

As far as I understand, this uses the material function which adds transparency and blur to the character’s material. The problem is that I can’t figure out how to implement such a feature and how to activate it in gameplay.
