Why some paint layers overwrite other layers while others don’t?

For example, I can paint with mud over grass and that works fine but I can’t paint with mud over asphalt.

I tried rearanging paint layers order but that did nothing.

It’s just the nature of some layers to paint over others. Gravel over grass, mud over gravel, asphalt over mud, etc. If you paint several layers on top of each other, they will all exist underneath each other. If you want to bring a lower layer, such as mud, out from underneath an upper layer, such as asphalt, you have to un-paint the asphalt (or whatever the upper layer is) by selecting the asphalt layer and holding down the shift key while pressing your left mouse button. This will remove the asphalt and expose the layer underneath it.

Can I change the “natural” order of layers?

Can I add my own custom layer into that stack somehow?

I’m not sure if there’s a way to change the order of layers, at least, not that I know of.

I believe you can add custom layers into the list of pre-made ones though. I watched a tutorial on it, but I didn’t get all the way through it because it was a rather complicated process. And since additional ground textures isn’t exactly on my list of priorities for the map I’m currently building, I decided to just try to figure it out later.
