Have a landscape and a landscape material with several layers.
Select a layer to paint that does not have a wheight map associated
You get the dialog shown.
click OK
Now try to scroll the Landscape material UI to the left or click into it
Result:
You will get the same dialog although the mouse cursor is in the UI area
Expected. Mouse cursor should change from cross hair to arrow and the UI should receive the click

I just tested this issue on my end and did not get the same results you are reporting. Can you provide me with some screenshots so I can visualize the error you are reporting?
Following your steps the cursor and UI behavior was working as expected.

I figured out that very much depends on where you click in the paint layer UI. Due to my setup, when I accidentally painted with an unassigned layer, I had to scroll the list of layers to select a layer with an assigned weightmap.
That clicking in the scrollbar nearly always created this situation and from there on, clicking on another layer would also creat the warning dialog.
However I found out that under certain condtions, mainly directly clicking on another layer instead of scrolling first, then it doesn’t really happen. it depends on the location in the paint UI you click.
