I’d recommend using a device that is listed on the Device Compatibility wiki: A new, community-hosted Unreal Engine Wiki - Announcements - Unreal Engine Forums
That way you’ll know that the device has been used before and should be able to work as expected.
However, even if the device is not supported, the packaging process should still complete, as long as you are not trying to Launch specifically to the device. Packaging is independent of the device, as you do not even have to have a device plugged in to get a game to package out.
