Packaging project includes all files in project,mostly unused

Is there any workaround? I searched for answers but in most cases they said its packaging only needed content, but it’s easy to test,its not working as intended,ALL OF THE CONTENT IS INCLUDED. I seen “migrate” advices but its not an option for me, i iterate too much and migrating everytime is not a solution. Seems not to be fixed even in 4.7.5

Folder that works as “do-not-pack” would be great,isnt there any option like that?
