I’m also having trouble with the many bugs in Unreal Engine. There are still problems that I can’t solve, and the build results are different every time even with the same source code.
I used to use Unreal Engine on a Mac, but the package build was strange so I switched to Windows. In my environment, Windows seems to be more stable than Mac.
The city sample is a large-scale project, so it must be difficult for the developers.
I think Unity is more stable than Unreal Engine.
Also, have you tried deleting CitySampleCookedEditor.Target.cs?
