I hope someone has an idea how to find the reason and/or to fix it.

Additional Information:
Before I was unable to build the texture streaming. I used a plugin named GUID fixer. It helped with the texture streaming problem, but now I am stuck with packaging.
It is a project that once started in UNREAL 4.24. It was last packed in 4.24, never in 5.
It is running stable in the editor.

I reinstalled UNREAL, I deleted the appdata/local files and the project’s intermediate directory: no change

I started to investigate what might cause the problem.

In a copy of my project, I started to delete things.
I first deleted all water as water still is beta. Build all. Packaging. Crash.

I then deleted all objects that are just decoration, reducing the project size significantly.
Build all. Packaging. Crash.

Next I deleted all my blueprints.
Build all. Packaging. Crash.

This was strange. The project now was nearly empty: only landscape (world partitioning) an light. And it still crashed.

I deleted the light (was created by the Envir. Light Mixer).
Build all. Packaging. Works.

I took the initial project. I removed the light. I used the Environmental Light Mixer again to have new light. Build all. Packaging. It works.

I never thought that light could cause that. No idea what could have been wrong with that light.

But for me my poblem is solved. Beta testers now can download it. I am happy.
